    Amy Hovey

    Michigan Department of Labor and Opportunity

    Housing Specialist, Michigan Department of Labor and Economic Opportunity Amy Hovey is most recently the special projects coordinator at the Charles Stewart Mott Foundation, where she worked with the community and economic development grant-making in Flint. She also leads the real estate development of two schools and a hotel in this position. Before this position, Hovey was the district chief of staff for Rep. Dan Kildee (D-MI Fifth District), where she administered the operations of the Washington, D.C. and district offices and directly managed the programs of the programs district office. She was the co-founder, chief operating officer, and senior vice president of capacity building for Community Progress, a nonprofit created to assist communities in dealing with vacant, abandoned, and blighted properties. Before helping launch the organization, she founded the Protogenia Group LLC in 2002, after working with the Local Initiatives Support Corporation (LISC) for six years. She also provided support in creating the Genesee County Land Bank Authority. Hovey holds a bachelor’s of arts degree from Alma College and a master’s degree in public administration from the University of Michigan-Flint.

    Rosie Hepner

    Vice President, Terwilliger Center for Housing, Urban Land Institute

    Rosemarie Hepner serves as Vice President of the ULI Terwilliger Center for Housing. Rosie is spearheading the Center’s new Attainable Housing for All campaign. She also manages the housing awards program, supports the Housing Opportunity Conference, and collaborates with ULI’s other departments and District Councils on projects. Before joining ULI in 2017, she worked for two international development nonprofits, most recently as the International Capital Markets Specialist at Habitat for Humanity International. In that role, Rosie supported the operations for the MicroBuild Fund (Habitat’s housing microfinance fund), and managed the State of Housing Microfinance survey reports. Rosie holds a Master’s in City and Regional Planning from The Catholic University of America’s School of Architecture and Planning, where her research focused on low-income housing practices and design. Her thesis examined housing reconstruction in informal settlements post-disaster. She also holds a B.A. from The George Washington University’s Elliott School of International Affairs.

    Joseph Gruber

    Director, City of Wyandotte

    A dedicated and performance-driven community development and real estate professional with a demonstrated track record of achievement in program development and execution, project management, community outreach and engagement, strategic planning, research and analysis, marketing, negotiations, contract and budget management, real estate development and sales (commercial and residential). Proven aptitude for overseeing high-profile projects and programs and working closely with cross-functional teams and key stakeholders. A talented producer who uses strong communication skills along with excellent organizational and implementation skills to reach and exceed short- and long-term goals.

    Drew Rosenbarger

    VP of Development, The Annex Group

    Drew Rosenbarger is the VP Development for The Annex Group. In this critical role, Drew helps create a pipeline of affordable and workforce housing development projects across the United States that fits into The Annex Group’s growing portfolio. This includes taking on all tasks related to managing the development lifecycle, such as providing due diligence, working with local government officials, managing vendors, and leading all phases of architectural and engineering design. Drew has more than a decade of development experience that includes meaningful work for state and local governments as well as urban planning and community development consulting.     Rochelle Freeman

    Business & Economic Development Director, City of Southfield

    I currently serve as the Business & Economic Development Director with the City of Southfield; and have been employed with Southfield since August, 2005. As the Business & Economic Development Director, my responsibilities include marketing and developing city land, utility, financing, infrastructure and other economic development assets to expand and diversify the City economy, attract new and retain existing commercial and industrial investment, generate job growth, foster business competitiveness and bolster the City tax base in the City of Southfield. Additionally, I am responsible for the oversight of Oakland County Michigan Works Southfield division, Centrepolis Accelerator and special projects related to Automation Alley Smart Zone and Lawrence Technological University. I serve as a represents the City of Southfield on numerous State, Regional and Local organizations, such as: Michigan Economic Development Corporation- Community Partner; Michigan Economic Developers Association; Detroit Regional Partnership; Automation Alley- Committee Member; Eight Mile Boulevard Association; Southfield Area Chamber of Commerce- Board of Director and multiple committee member; Centrepolis Accelerator Governing Board; Southfield Public School Partnership in Education Council, Co-Chairperson and served as Past President of the Michigan Community Development Directors Association. I am a graduate of Wayne State University, College of Urban, Labor and Metropolitan Affairs with a Masters of Urban Planning, 1991. I also earned B.A. of Social Science from Michigan State University, in 1988. Prior to coming to Southfield, Rochelle worked as Senior Planner for McKenna Associates; and Housing & Community Development Director for the Charter Township of Redford.
